米国の公文書をもとに、沖縄公明党（と沖縄創価学会）の在日米軍基地政策に関する葛藤について、簡単に紹介します。
今回紹介するのは、CIAが1968年および1969年に作成した極東アジアの情報分析資料です。CIAというと、謀略・陰謀の実行機関のようなイメージを持っている方がいるかもしれませんが、CIAはアメリカ中央情報局の名前の通り、情報の収集・分析が主な業務です(他の国の機関にも言えますが)。
例えば、各国地域の主要新聞・週刊誌の内容を分かり易くまとめたり、学術学会発行の専門誌から価値のありそうな情報をまとめたりと地道な情報収集・解析に取り組んでいます。
Weekly Summaryという各地域の情勢・トレンドを定期的に報告するための文章やCentral Intelligence Bulletinという地域や分野を跨いだ定期報告書を作成して関係者(米国政府機関等)への情報提供に貢献しています。時には特定のトピックに関する特集を組んだりもします(創価学会特集もあります)。

Komeito‘s position, announced last week, frees the vote of Okinawan Soka Gakkai members, many of whom are employed by the US military and have favored conservative Okinawa Liberal Democratic Party (OLDP) candidates.

For the past few months, the Okinawan elections have been a point of contention among Japanese Komeito leaders.

紹介した3本の文章を複合的に考えると、以下のような構図になるかと思います。
地元組織として複雑な事情を抱える沖縄公明党、選挙都合でラディカルな安全保障政策を持ち込んだ公明党本部(それも途中で撤回する……)。当時は、公明党本部の方が「上辺は」革新系だった。公明党本部の選挙都合に振り回せれ、沖縄が日本復帰に向かうにつれ、公明党本部の管理下に置かれるようになった沖縄公明党(公明会)。
その主張は現在とは逆で、ラディカルな革新系の主張に近い公明党本部、保守系候補に好意を持つ沖縄公明党(もちろん基地問題に対応したい部分はあったでしょう)。
ところが沖縄の日本復帰後は、公明党本部と創価学会(と恐らくは池田会長)の方向転換により保守系に近づきたい公明党本部、複雑な利害関係を持ちながらも平和問題の顔として取り上げられ、革新系候補に近い沖縄公明党(沖縄創価学会)とカオスな状況に変貌していく……
自身の雇用問題を抱えながら、1969年に「沖縄米軍基地の実態調査―米軍基地の総点検」を出版し不要・遊休基地の存在を主張しなければならなかった沖縄公明党(公明会)。現地では多くの葛藤があったことと推測されます。
50年前は公明党本部のラディカルな政策・選挙都合で、現在は公明党本部の与党的都合で、具体的な政策方針は大きく反対方向に変わりました。最終的には沖縄公明党(沖縄創価学会員)が個々に判断してきたことですが、50年間何をやってきたのだろうと思います。日本は進歩したのかと。
